Course Objectives

This course is designed for those responsible for supervising and monitoring winter service operations. It provides learners with the knowledge and practical understanding required to plan, manage and monitor safe and effective winter service activities in line with current legislation, industry guidance and organisational procedures.

 By the end of the course, learners will understand how to:

 Apply current health and safety legislation to winter service operations.

• Monitor vehicle, equipment and defect-reporting procedures.

• Oversee the safe use of winter service vehicles and equipment.

• Understand de-icing materials, calibration and appropriate rates of spread.

• Respond effectively to emergencies and changing weather conditions.

• Apply drivers’ hours and working-time requirements.

• Consider the environmental impact of winter service activities.

• Support operational planning, decision-making and performance monitoring.

• Use data-logging systems to evidence service delivery.

   

Course Content

The course covers:

• Health and safety legislation relating to winter service operations.

• Operator checks and defect reporting.

• Winter service vehicles and equipment.

• Safe operation of spreaders, snow ploughs and snow-clearing equipment.

• Calibration and rates of spread for de-icing materials.

• Safe storage and use of rock salt, abrasives, liquid de-icers and pre-wetted materials.

• Emergency procedures, including vehicle failure, collisions, blocked routes and changing weather.

• Drivers’ hours and working-time requirements.

• Environmental considerations when applying and storing de-icing materials.

• Weather-forecasting terminology.

• Winter service policies and operational plans.

• Route planning, resource allocation and coordination with other service providers.

• Performance monitoring, reviews and key performance indicators.

• Decision-making using forecasts, local knowledge and support services.

• Winter service qualifications and assessment standards.

• Electronic data logging and GPS systems.

• Using records to meet client requirements and help protect against civil claims.
